The Director General of Prisons, Sadleva Bodo, after signing the transfer of Erion Veliaj from Durrës prison to Fier prison, has delegated her authority to her deputy, Anesti Kapllani. The latter will exercise all the powers of the Director General of Prisons from 08:40 on 29 October until 13:00 on 1 November. During the delegation period, Kapllani must align his work with the instructions of the head, avoiding substantial changes that are not necessary in special circumstances. Likewise, the deputy director must inform the Director General in detail, electronically, about the daily activity at the end of official working hours.

Pursuant to Law 44/2015 “Code of Administrative Procedures of the Republic of Albania”; Law No. 90/2012 “On the organization and functioning of the state administration”; Law No. 129/2024 on some amendments to Law 81/2020 “On the rights and treatment of convicts sentenced to imprisonment and of pretrial detainees”; and Order No. 122, dated 13.02.2025, of the Minister of Justice, as amended by Order No. 135, dated 19.02.2025, “On the approval of the regulation ‘On determining the internal working methods and conduct of the personnel of the General Directorate of Prisons and of the Institutions for the Execution of Criminal Decisions'”:
ORDERS:
The delegation of authority of the Director General of Prisons to Mr. Anesti Kapllani, serving as Deputy Director General.
The exercise of the authority delegated in this order is valid from 29.10.2026, at 08:40, until 01.11.2026, at 13:00.
During this period, the person assigned to the duty must align his work with the instructions of the head, without aiming at fundamental changes that are not strictly required in special circumstances. The authority delegated in this order means the exercise by Mr. Kapllani of all the powers of the function of the Director General of Prisons.
At the end of official working hours, Mr. Kapllani shall inform the Director General in detail, electronically, about the daily activity.
This order takes effect immediately.
