Albania is starting construction of its first wind park, which will be built in Spille, in the Municipality of Rrogozhina. The agreement for the 72.6 MW project was signed on Thursday with the Austrian company “VERBUND”, while commercial operation is expected to begin in the first quarter of 2028. Minister of Infrastructure and Energy Enea Karakaçi said the project has received all the necessary permits and met the conditions for immediate start of works. According to him, the electricity purchase agreement has also been signed.
”The park for which we are signing the final agreement today is of particular importance. With an installed capacity of 72.6 megawatts, this project represents a concrete step toward creating a wind energy sector in Albania. Located in the Municipality of Rrogozhina, near the Adriatic coast, the park will contribute to expanding renewable energy production capacity and to creating a new base for the further development of this technology in our country.
Construction begins from today, and this is a very important process, since the company has not only already obtained all the relevant documents and met all the conditions. The Ministry has also met all the conditions. Today the electricity purchase agreement is also being signed, the construction permit has been obtained, so this is a project that is ready to build, to be built immediately. Commercial operation is expected to begin in the first quarter of 2028. This is a moment that deserves recognition, because it shows that policies for developing new energy sources are being translated into concrete projects and significant investments for the future of the country”,- said Minister Karakaçi.
The park will be built near the Adriatic coast and is the first of three projects selected through Albania’s first wind energy auction to have met all the conditions for starting works. According to the minister, the investment aims to increase renewable energy production and reduce the energy system’s dependence on climatic conditions and fluctuations in hydropower production. Karakaçi said the local economy of Rrogozhina is also expected to benefit from the construction of the park, through access roads and the involvement of Albanian businesses in the project.
“The municipality of Rrogozhina will certainly benefit from the construction of this project, since there are access roads, but also local content, and we also expect that through this cooperation we will have as many Albanian subcontractors as possible benefiting from this process,” the minister said. The Austrian company “VERBUND” is also active in the hydropower sector in Albania through the Ashta project. During his speech, Karakaçi also announced that the Government is preparing other auctions for renewable energy. According to him, a notice for new photovoltaic and battery storage capacities is expected in January 2027.
