Following tensions during the plenary session of October 29, Socialist Party deputies have addressed the Secretariat for Procedures, Voting and Ethics, requesting disciplinary measures against Sali Berisha and six other opposition deputies.
Specifically, they have requested that Democratic Party chairman Sali Berisha be suspended for 10 days, and the six other opposition deputies be barred from participating in committees and plenary sessions for 60 days.
According to the request, during his speech in Parliament, Sali Berisha used unparliamentary language that incited violence. In his speech, Berisha stated that rubber bullets and tear gas used during protests should be fired at Socialist Party deputies.
The petitioners argue that these statements constitute violations of the Code of Conduct for Deputies and the Parliamentary Rules of Procedure.
Tensions continued during the voting on agenda items. The submitted document alleges that deputies Bledion Nallbati, Ivi Kaso, Blendi Himçi and Xhelal Mziu used pyrotechnic materials or devices, while Blendi Himçi, Albana Vokshi and Klodiana Çapja threw hard objects toward the presiding officer of the session and members of the Council of Ministers.
The request also cites the blocking of the rostrum, continuous noise, and the use of noisemakers by other opposition deputies, actions that, according to the petitioning party, obstructed the regular conduct of parliamentary procedures.
According to the submitted request, the proposed disciplinary measures are:
Sali Berisha: suspension for 10 days.
Bledion Nallbati: suspension for 60 days.
Ivi Kaso: suspension for 60 days.
Blendi Himçi: suspension for 60 days.
Xhelal Mziu: suspension for 60 days.
Albana Vokshi: suspension for 60 days.
Klodiana Çapja: suspension for 60 days.
