The Central Election Commission is considering creating a mechanism that would allow persons with disabilities to exercise their right to vote from their homes.
State Election Commissioner Ilirjan Celibashi said that a meeting was held today at the CEC with expert Bardhylka Kospiri, head of the Foundation for the Rights of Persons with Disabilities (ADRF), Blerta Drenofcin, and representatives of the Office of the Council of Europe in Tirana.
“We discussed accessibility in elections and focused on voters with disabilities who, due to severe physical limitations, cannot leave their homes to vote. Our common goal is for them to vote as early as the 9 May 2027 elections, preferably through a pilot project in several municipalities,” Celibashi said.
According to him, the CEC fully supports this initiative and will work with ADRF on the legal changes that will be proposed to the Parliament of Albania.
“We discussed with ADRF: statistical data on the number and distribution of these voters; an analysis of the national and international legal framework; concrete voting mechanisms, as the basis for the proposal that will be sent to Parliament,” Celibashi stressed.
He underlined that no one should be left out of the electoral process because of physical barriers.
