Of the 31 defendants in the Belinda Balluku case file, five are builders and two are private companies. According to Report TV, SPAK charges Arbër Abazi with active corruption and document forgery, after he was allegedly suspected of giving Balluku a villa in Palasa in exchange for the tender for Lot 7 of the Great Ring Road. Artan Sako, Paqsor Buzi and companies linked to them are also charged with document forgery. Pandeli Carapuli is charged with money laundering in connection with the villa in White Rocks, in Dhërmi. The other defendants are mainly former subordinates and collaborators of Balluku. Ervis Berberi faces nine charges for tender violations, while more than 10 people are charged with violations in the tender for the Llogara Tunnel, among them former Secretary General of the MIE, Viola Haxhiademi.
