The Tirana Prosecutor’s Office reports that an investigation has been opened mainly into the injury of young man Erjon Vishkulli during Saturday’s protest in the capital. The 28-year-old is suspected of having been shot in the eye with a rubber bullet and has been transferred to Italy for specialized treatment. The prosecution is investigating the criminal offenses of “abuse of office” and “arbitrary actions.” On the other hand, the use of disproportionate force by the State Police during student protests is also under investigation.
FULL STATEMENT
The Prosecutor’s Office at the Tirana Court of First Instance of General Jurisdiction announces that it has mainly registered criminal proceeding no. 7806 of 2026, for the criminal offenses provided for in Articles 248 and 250 of the Criminal Code, concerning the injury of citizen E.V. during protests held in the capital.
Immediately after the event registered on 24.10.2026, the Prosecutor’s Office at the Tirana Court of First Instance of General Jurisdiction carried out the necessary investigative actions, including the collection of video footage made available by the Bank of Albania, obtaining the medical record from the University Trauma Hospital, and conducting investigative actions in cooperation with the Police Oversight Agency (AMP).
Additionally, within the framework of the investigations, efforts are underway to determine the specific means of communication with Italian authorities, with the aim of forwarding a letter rogatory directly to these authorities.
The investigations continue to fully clarify the circumstances of the event and document it in accordance with the legal provisions in force.
In the same proceeding, the injury of several citizens is also being investigated and actions are being taken, following suspicions of disproportionate use of force by several State Police officers during protests.
So far, around 20 medical records of injured citizens have been obtained, and verifications are being carried out for these cases with the Police Oversight Agency (AMP).
