Prosecution explains Becchetti’s alleged fraud schemes
Top Channel has secured the documents used by the Court to give the security measure against the President of Agon Channel, Francesco Becchetti, and some other Italian and Albanian citizens suspected of having ties with money laundering and fiscal evasion.
The investigators say they can prove a scheme through which the Italian business has caused 770 million ALL of fiscal damage to our state. They say the center of the scheme is the Kalivaci hydropower plant and the two companies of Becchetti KGE and Energji.
Prosecutors say that “Energji”, owned by Becchetti, has purchased contracts from other subcontractors, which they have sold to the other company of Becchetti, KGE, but with artificially inflated prices. Prosecutors say the value of the works had been increased fictively 23 fold, making the company benefit fictively a VAT credit.
Prosecutors say that in 2009 only, the company has reimbursed 45 million ALL through VAT. This scheme has been repeated year after year and Prosecutors have given the respective numbers since 2007.
Another fact that implicates Becchetti, according to the investigative groups, is the construction of the hydropower dam. Prosecutors say the company has filed documents for a 3.4 million EUR dam, but it was never built.
Prosecutors bring another suspicious fact. According to them, Becchetti’s companies have created a conflict between each other. They have addressed the issue to the Tirana Court of Arbitrage and Prosecutors say both companies presented fake documents in which Energji claimed they had realized works for KGE but without being paid.
Based on the documents, the Court has decided that KGE must pay 48 million EUR to Energji, but, according to the investigators, these works have never been realized.
