The Tirana First Instance Court of General Jurisdiction has ordered the immediate release of a citizen with the initials O. Ç., who was arrested on 29 October 2026 during protests in Tirana. Two security measures have been imposed on him: “Obligation to report to the judicial police” and a ban on leaving the administrative unit where he resides without the court’s authorisation.
The decision was taken on 1 November 2026, following the review of the Prosecution’s request for the lawfulness assessment of the in-flagrante arrest and the imposition of personal security measures.
O. Ç. is suspected of the criminal offences “Destruction of property” and “Organising and participating in unlawful gatherings and demonstrations”, provided for respectively under Articles 150 and 263 of the Criminal Code.
According to the decision, the person under investigation must report to the judicial police of the Tirana Prosecution Office on the first Monday of each month, at 11:00.
He is also prohibited from leaving the territory of the administrative unit in Dibër, where he resides, without first obtaining the court’s authorisation. Another restriction imposed is a ban on taking part in areas where rallies or protests are held.
