The European Commission is calling for the strengthening of the Agency for the Administration of Sequestered and Confiscated Assets (AAPSK), aiming to improve management, transparency and the preservation of the economic value of assets.
The 2026 Progress Report on Albania, published on 4 November, emphasizes the need for more efficient procedures and timely administration of seized and sequestered properties and assets.
Particular attention is also paid to the social reuse of confiscated assets. The Commission recommends that, in accordance with the law, they be put at the service of the community, social organizations and public institutions.
The goal is for assets obtained through crime not to remain simply under state administration, but to be turned into a concrete benefit for society.
