Prime Minister Edi Rama presented on Monday the new reform called “Merit Ladder” (Shkalla e Meritës), which aims to guarantee employment and promotion within the public administration hierarchy for the most capable people. Rama said that part of the reform is the creation, for the first time, of a dedicated ministry for public administration and good governance, which will be headed by Adea Pirdenji.
”We have reflected on how to be closer to people, by bringing the administration closer, the state closer, and bringing closer to them the feeling that they are the existential, vital reason for the administration’s services.
Part of these changes, for which we have called on AI, but not only, is also the Merit Ladder. Another reform that is essentially about a very simple question: How do we make the administration a space where the most capable, most prepared, most dedicated and most desirable people to serve the country on behalf of the state can not only enter, but also move forward, once they enter, up the ladder of the hierarchy in the administration?
Part of this reform is also the creation of the Ministry of Public Administration, which is dedicated to administration and good governance, including the organization of institutions, the handling of human capital, and the responsibility of each person within the administration toward the citizen who knocks, seeks to voice their plight, and asks that their problem not be lost in the ocean of bureaucracy”, said Rama.
