UEFA has dismissed appeals from Serbia and Albania against punishments
Serbia defender Stefan Mitrovic attempted to pull the flag down, sparking scuffles between the two sides and leading to supporters invading the field as the situation worsened.
Referee Martin Atkinson abandoned the contest, with UEFA opting to award a Serbia 3-0 win but also docking it three points.
Both teams were handed a $146,000 fine by European football's governing body, with Serbia ordered to play its next two home qualifying games behind closed doors.
The ruling was appealed by the respective Football Associations of both nations, but at a meeting of UEFA's appeals body, the sanctions against both member nations were confirmed on Wednesday (AEDT).
