Blocking the road and obstructing vehicle traffic during yesterday’s protest, 16 people fined.

Pursuant to Normative Act No. 5, dated 28.10.2026, under point 2 of Article 24/1, 16 reports were drawn up for the ascertainment of administrative offences.
Administrative measures were imposed because, during the rally held on “Dëshmorët e Kombit” Boulevard, in front of the Prime Minister’s Office, these citizens blocked the road, obstructing the movement of transport vehicles. Despite repeated calls by Police officers, through a megaphone, to clear the road, they did not comply with these calls.
Of the 16 administrative measures, 14 were imposed on citizens who were escorted, while the other 2 were imposed based on identifying the citizens from video footage. A fine of 5,000 lekë was imposed in each case.
Also, specialists for Criminal Investigation at Police Station No. 2 referred materials to the Prosecutor’s Office, where criminal proceedings were initiated against 2 minors, after it was suspected that on 02.11.2026, on “Dëshmorët e Kombit” Boulevard, during the rally organized by students, they, in cooperation with each other and masked, carried out unlawful actions during yesterday’s protest.
The procedural materials were referred to the Prosecutor’s Office for further action.
