The Elbasan Municipal Council approved changes to the investment funds of the 2026 budget and the medium-term period 2027–2028, paving the way for a new package of investments in road infrastructure, educational institutions, and the improvement of public services in the city and administrative units.
During the presentation of this item at the Municipal Council, Mayor of Elbasan Gledian Llatja highlighted the main projects included in the budget changes, placing emphasis on addressing infrastructure issues and improving conditions for the community.
One of the main investments is the project for the Cërrik Junction, for which studies and public consultations have been carried out, taking into account also the expertise of the Road Police and road transport institutions, with the aim of finding the most suitable solution for traffic flow. Mayor Llatja described this junction as a long-standing problem for the city, while stressing that the project will help improve traffic and connectivity with six administrative units. In parallel, work will begin on arranging the segment from the Bradashesh roundabout to the Lulet Roundabout, while the Municipality is also taking on interventions on other roads that have been transferred to its administration.
The investment package also includes the reconstruction of the road in the Teqe area, on the segment of Corridor VIII, from the city exit, with the aim of creating a new connection that will serve the “5 Maji” neighborhood, the Teqe area, the Sector Bridge, and the upper part of the city. Another intervention is the paving of roads in the plots of the new cemeteries, an investment planned to begin this year.
Part of this package also includes the arrangement of roads and the rehabilitation of squares in various neighborhoods of the city. In the field of education, the construction of a new building for the “Skënderbej” neighborhood kindergarten is planned, a request identified by the community following improvements made to the area’s infrastructure. Meanwhile, investment has begun for the construction of the new nursery No. 6 in the “Balashe” neighborhood, a service considered necessary for residents of this area.
Another project presented by Mayor Llatja is the construction of a fruit and vegetable market in the Tregan Administrative Unit, on a property of the Municipality of Elbasan. The investment aims to create a space with suitable conditions and parameters for the sale of agricultural products, which will also include service facilities, such as toilets and other spaces serving farmers and citizens.
These budget changes include a series of interventions aimed at improving infrastructure and services, seeking to respond to the needs of citizens in the city and in the administrative units.
