The Chairman of the High Judicial Council, Ilir Rusi, accompanied by the Director of the Department of Programming and Budget Administration, Xhevdet Haxhiu, and the Director of the Cabinet, Aleksandër Çavo, took part in the hearing session for the review of the draft law “On the 2027 Budget”, held at the Committee on Legal Affairs, Public Administration and Human Rights of the Assembly of the Republic of Albania.
During the presentation, Rusi outlined the judicial system’s budget funding needs for 2027, stressing that the draft law “On the 2027 Budget” approves 37% less funding than the High Judicial Council had requested. The Chairman of the Council presented the essential need for approving 199 additional staff members for the entire judicial system, as well as the corresponding funds for personnel expenses, providing the appropriate arguments for this request.
Rusi also requested continued funding of salaries for 90 employees with fixed-term and full-time contracts, who were hired during 2026 and will continue their employment relationship for the next two years. The Chairman of the Council placed emphasis on the essential requests for approving additional funds beyond those foreseen in the draft budget law for expenses related to court security services, expenses for leased premises for the two appeal courts, as well as covering costs arising from the increase in postal and security service fees.
Furthermore, Rusi brought attention to the importance of increasing funds for investments in renovations, and for the purchase of security and computer equipment for courts at all three levels. Finally, the Committee on Legal Affairs, Public Administration and Human Rights requested that the rapporteur, Aulona Bylykbashi, representatives of the High Judicial Council and the Ministry of Finance hold discussions to determine the priority requests for additional HJC funding, which should be met by the draft law “On the 2027 Budget”.
