Donald Trump will still be U.S. president on the morning of November 4, but he could face a very different political landscape, depending on the results of the U.S. midterm elections. As the name suggests, the midterms take place roughly at the midpoint of a president’s term. They often serve as an indicative referendum on the performance of the sitting president, something Trump has actively encouraged by telling voters “pretend that I’m on the ballot.” In this case, voters will decide whether Trump’s Republican Party can retain control of Congress.

Democrats hope to benefit from growing dissatisfaction with Trump to take control of the U.S. House of Representatives, and perhaps also the Senate. Republicans are fighting to keep their majorities in Congress and to prevent a new period of legislative paralysis and investigations targeting the White House. The U.S. Congress in Washington has two chambers: the House of Representatives and the Senate. Both must approve federal legislation before it becomes law, and both play important roles in overseeing the executive branch.

The House of Representatives is elected every two years, meaning all 435 voting seats are contested in every congressional election. The Senate has 100 members serving staggered six-year terms, so roughly one-third of its seats are up for election every two years. This year’s ballot includes all 435 seats in the House of Representatives, where Republicans hold a narrow majority, with Democrats needing a net gain of four seats to take control. In addition, 35 Senate seats are contested, 33 in regular elections and two special elections in Florida and Ohio to fill the remainder of seats vacated early. Republicans currently hold 53 seats, compared with 47 held by Democrats and independents who caucus with them. Democrats would need to gain four seats to secure a majority.

Midterm elections have a long history of punishing the president’s party. The president’s party has lost House seats in 18 of the last 20 midterm elections, a loss rate of 90% dating back to 1946. The pattern is not inevitable: Republicans under George W. Bush gained seats in the 2002 midterms, following the September 11 attacks. But Barack Obama’s Democrats suffered a “shellacking” in 2010, and Trump’s Republicans lost the House of Representatives in 2018.

Republicans enter these elections with a narrow margin in the House of Representatives and a more substantial advantage in the Senate. The RealClearPolitics national polling average showed Democrats leading Republicans by 8.2 points in early October. Trump has been forced to hold campaign rallies in states that should be safely Republican. However, political polarization and years of redistricting have reduced the number of truly competitive House districts, making it harder for either party to translate a national swing into large gains in seats. The Reuters news agency has estimated that only about 40 to 50 House races are genuinely competitive.

A Democratic win in either chamber would significantly limit Trump’s ability to advance his domestic agenda and would accelerate the president’s slide into “lame duck” status. If Democrats take the House of Representatives, Republicans would lose their ability to pass legislation through that chamber without Democratic support. A Democratic majority could launch investigations into the administration, demand documents and testimony, and subject senior officials to sustained congressional scrutiny. They could also come under pressure from their base to impeach Trump.

The Senate confirms cabinet officials, ambassadors and federal judges, including nominees to the Supreme Court. A Democratic majority could block or delay many of Trump’s appointments and force the White House to negotiate over legislation. Even if Republicans retain one or both chambers, a reduced majority could make governing more difficult, especially when legislation requires near-unanimous support from party members. Governors and state legislatures have influence over access to abortion, education, taxation and voting procedures. State legislatures also play a central role in drawing congressional district boundaries, although the exact rules vary by state and some maps are subject to court challenges or independent commissions.

Voting takes place on Tuesday, November 3, but results may not be known that night. Close races, different state rules for counting early and mail-in ballots, as well as possible recounts or legal challenges, could delay the final outcome.

U.S. midterm elections serve as an essential barometer of public sentiment, reflecting not only the president’s performance but also the country’s overall direction. Their results often foreshadow future political trends and profoundly influence the dynamics of power in Washington and beyond.
