The High Court has decided that the appeal by Tirana Mayor Erion Veliaj regarding the complaint known as the “Nesti Angoni” case shall be examined by the Tirana First Instance Court of General Jurisdiction.
The Criminal College resolved the jurisdictional conflict between this court and the Special Court against Corruption and Organized Crime (SPAK/GJKKO), determining which institution must examine the mayor’s request.
Veliaj is seeking the annulment of the decision of 8 May 2026, by which it was decided not to initiate criminal proceedings. Through the appeal, he also requests the registration of the proceedings and the carrying out of investigative actions in the case.
At the core of the complaint is a document signed in the name of “Nesti Angoni,” which served as the basis for initiating proceedings against Veliaj. According to official verifications referred to in the complaint, the person with this identity is not registered in the civil status registries.
The Tirana Court now must examine the appeal and decide whether there is grounds to order the prosecution office to proceed with investigative actions.
