The Special Prosecution Office against Corruption and Organized Crime (SPAK) has submitted the request for the “Plumbi i Artë” (Golden Bullet) case. It seeks a total of 299 years in prison for 15 defendants. The request was filed by prosecutor Doloreza Musabelliu. She has proposed a sentence of only 10 years for the justice collaborator Nuredin Dumani. The latter, together with Henrik Hoxhaj, was arrested in March 2022. They then decided to cooperate with justice, enabling the uncovering of a series of serious criminal events. Their testimonies led to the identification of dozens of persons suspected of involvement in the activities of criminal groups, mainly in Elbasan, Durrës and Tirana.
Operation “Plumbi i Artë” was carried out by SPAK in March 2022, just after the arrest of Dumani and Hoxhaj. The prosecution’s investigations uncovered a total of 18 criminal events. Among them were contract killings, attacks left at the attempt stage, and clashes between criminal groups. Among the uncovered events, the murder of Emiljano Ramazani, the execution of brothers Viktor and Besmir Haxhia in Durrës, the murder of Fatmira Dedja and that of Bujar Çela in Elbasan are mentioned. The investigations also revealed orders for the elimination of other persons, in exchange for payments reaching hundreds of thousands of euros. One of the key elements of the investigation was the use of the encrypted platform Sky ECC. Through its communications, SPAK secured evidence of the organization and coordination of various criminal episodes. Well-known names from the criminal world are involved in the proceedings.
The testimonies of justice collaborators have been one of the main pillars of the prosecution. SPAK’s request for 299 years in prison in total for the 15 defendants marks one of the most severe requests filed in this case. The 10-year sentence proposed for Dumani reflects his status as a justice collaborator. The “Plumbi i Artë” case remains among the most high-profile organized crime investigations undertaken by SPAK. It is built mainly on the testimonies of two collaborators and on the communications secured from the Sky ECC platform.
