The Special Prosecution Office SPAK has opened an asset investigation into Vlora Hyseni, former head of the Albanian State Intelligence Service (SHISH), and her family members, with the aim of locating assets allegedly hidden by her in Tirana, Germany and Kosovo.
The investigation is being conducted in parallel with criminal case No. 20/1 against Vlora Hyseni, which relates to two charges: “aiding the perpetrator of a crime” and “disclosure of investigative secrecy”. Meanwhile, investigations continue into suspicions of her involvement in corruption, concealment of property and money laundering.
Verifications are being carried out by the two prosecutors handling the case, Altin Dumani and Bledar Maksuti, and six officers of the State Police (BKH), who, after detecting an attempted bank transfer of 450,000 euros from the account of Orest Sota’s company “Fortis Beton” to a German company registered in the name of Vlora Hyseni’s brother, Izet Hyseni alias Dingler, decided to carry out an asset investigation into the former senior SHISH official, Vlora Hyseni.
Prosecutors following the case of the money earned from AKSHI tenders have raised strong suspicions that part of the financial sums earned from AKSHI were channelled into the bank accounts of the company of Ergys Agasi’s friend, Orest Sota, and then from “Fortis Beton” were sent to very close people of Vlora Hyseni.
One of these close associates of Hyseni is Izet Hyseni alias Dingler, who, according to Italian media, was reportedly arrested in 2020 during an anti-drug operation codenamed “Karaburun”, which led to the arrest of 90 people, including 27 Kosovo citizens.
The name of Izet Dingler has already appeared in another case at the Special Prosecution Office SPAK, which, as part of its verifications, has sent two letters rogatory to Germany and Kosovo to find out about bank transfers and the assets of Dingler and his sister, Vlora Hyseni, in these two countries.
Through several questions listed in the letters rogatory, SPAK has asked the German judicial authorities to collect information about citizen Izet Dingler and to enable his questioning.
To locate and make available the financial statements of his company in Germany and any commercial and ownership activity that he has carried out and owns in this country.
The same questions have also been sent to the Kosovo authorities, requesting information about Vlora Hyseni, her family members and her brother, Izet Dingler.
As learned from journalist Elton Qyno, the transfer of 450,000 euros from Orest Sota’s company “Fortis Beton” was cancelled on 27 February 2024. This bank transfer was destined for the German company “Erd & Tiefbau Dingler GmbH”, with address “Landsberger” Str. 183, D-80687 München.
According to SPAK, this transaction was not carried out, but the bank payment order described it specifically as “Payment for loan contract”, which shows that the amount from Orest Sota would be given as a loan (debt) to Vlora Hyseni’s brother in Germany, citizen Izet Dingler alias Hyseni.
However, although this transaction was not carried out, it was enough for the Special Prosecution Office SPAK as the main indication to launch an asset investigation into former SHISH head Vlora Hyseni, who has now been placed under the security measure of “house arrest”.
In connection with this matter, Orest Sota and two other persons, Ardit Sota and Genci Shima, are reported to have been questioned; the latter two stated that they were not aware of this attempted transaction from the account of the company “Fortis Beton” to the account of “Erd & Tiefbau Dingler GmbH” in Munich.
Currently, as of 1 December 2025, Orest Sota’s company “Fortis Beton” has been sold for 30,000 euros to the company “Forever Construction”, owned by Vangjel Lila.
